At a time of significant change for the federal workforce, we believe it is essential that government leaders, policymakers and the public hear directly from federal employees about how they view their jobs and workplaces. In August 2025, the Office of Personnel Management decided to cancel the 2025 Federal Employee Viewpoint Survey. Because of this decision, the Partnership created the Public Service Viewpoint Survey to fill this critical gap, providing career federal employees with an opportunity to share their perspectives and allowing us to continue our tradition of holding leaders accountable for improving their workplaces.  

Purpose: This dashboard provides government-wide PSVS results, as well as results by agency size, agency and subcomponent. 

Methodology: The survey was open for six weeks between Nov. 10 and Dec. 19, 2025. All permanent, civilian, career federal employees were eligible to participate. Federal contractors, political appointees, active-duty military and recently departed employees were not eligible to participate. For more on methodology, see our technical report

Reporting Threshold: Results are only provided for agencies with 30 or more respondents. 

Generalizability: All government-wide and parent agency results have been weighted and are considered representative of the workforces at those levels. Subcomponent results have not been weighted and should only be considered representative of survey respondents. 

Percent Positive: Item scores are calculated by dividing the number of positive responses by the number of respondents who answered that item. For the trust items (23a-d), values 6-10 were categorized as positive. For more information, see our technical report.

Disclaimer: Where possible, the Partnership replicated the methodology of the FEVS. However, significant differences still exist between the PSVS and FEVS. Results presented here should not be directly compared with the results of previous federal employee surveys.
